 दिल्ली में बिना हाई सिक्योरिटी रजिस्ट्रेशन प्लेट (एचएसआरपी) और कलर स्टीकर के गाड़ी चलाने वालों के खिलाफ अभियान चल रहा है। इसके बिना चल रहे वाहनों का 11 हजार रुपये तक का चालान हो रहा है। दिल्ली के करीब 26 लाख वाहनों को हाई सिक्युरिटी रजिस्ट्रेशन प्लेट और स्टीकर लगवाना है, लेकिन अब तक एक लाख लोगों ने ही आवेदन किया है। ऐसे में अगर आप नहीं चाहते कि आपको 11 हजार का फटका लग जाए, तो नीचे दिए गए सवालों के जवाब आपको जरूर पढ़ने चाहिए

600 से ज्यादा लोगों का कट चुका चालान
गुरुवार को 85 चालान किए गए। इससे पहले दो दिनों में कुल 559 चालान काटे गए थे। एचएसआरपी बुकिंग को लेकर लोगों की परेशानी अभी पूरी तरह से दूर नहीं हुई है। कुछ लोगों को अभी भी बुकिंग में परेशानी हो रही है। हालांकि कंपनी का कहना है कि अब स्थिति सामान्य है। बीते बुधवार को वेबसाइट हैक होने के कारण पांच घंटे तक वेबसाइट बंद रही थी। विभाग के एक सीनियर अधिकारी का कहना है कि एचएसआरपी और स्टीकर को लेकर एक तरह से यह जागरूकता अभियान चलाया गया है और अभी फुल स्केल पर अभियान शुरू नहीं किया गया है। हाई सिक्योरिटी रजिस्ट्रेशन प्लेट (एचएसआरपी) को लेकर अभी भी लोगों में मन में कई तरह के सवाल हैं। किसी को 50 दिन बाद भी नंबर प्लेट नहीं मिली है तो किसी को वेबसाइट पर बुकिंग करने में परेशानी आ रही है। बड़ी तादाद में ऐसे लोग हैं, जो किसी न किसी तरह की दिक्कत का सामना कर रहे हैं।

1. एचएसआरपी वेबसाइट में स्टिकर के लिए बुकिंग करते समय फ्रंट लेजर कोड और रियर लेजर कोड क्या है? इन कॉलम में क्या भरना है? कृपया सलाह दें। 

1. आपकी गाड़ी पर लगी एचएसआरपी नंबर प्लेट पर लगे स्टिकर पर IND के नीचे जो कोड लिखा हुआ है, उसे फिल करना है। सामने वाली नंबर प्लेट और पीछे वाली नंबर प्लेट पर लिखे कोड को फिल करना होता है।

1. क्या सभी चार पहिया वाहनों के लिए यह जरूरी है। मैंने पिछले साल कार खरीदी थी और नंबर प्लेट भी हाई सिक्योरिटी ही है। क्या मुझे अभी भी इसकी जरूरत है? 

1. आपने गाड़ी पिछले साल खरीदी है तो उस पर एचएसआरपी लगी हुई है तो अब नई नंबर प्लेट लगवाने की जरूरत नहीं है। लेकिन अगर कलर कोडेड स्टिकर नहीं लगा हुआ है तो उसको लगवाना पड़ेगा।

1. इसी साल अक्टूबर में मैंने बाइक खरीदी है, इसलिए मुझे पता नहीं है कि नंबर प्लेट वैध है या नहीं (आरटीओ नियम के अनुसार) कृपया मदद और सुझाव दें।

1. आपकी बाइक पर एचएसआरपी लगी होगी। 1 अप्रैल 2012 से जो भी नई गाड़ियां आ रही हैं, उनमें एचएसआरपी लगाई जाती है।

1. रोजमर्टा कंपनी के प्रवक्ता का कहना है कि यूपी के लोग वेबसाइट पर अप्लाई करके दिल्ली में भी डीलर चुन सकते हैं। नोएडा, गाजियाबाद के लोग दिल्ली आकर नंबर प्लेट लगवा सकते हैं। यूपी के लोग दिल्ली आकर नंबर प्लेट लगवा सकते हैं। अभी यूपी के लिए यह व्यवस्था की गई है और जल्द ही हिमाचल प्रदेश के लोगों के लिए भी यह व्यवस्था कर दी जाएगी। उसके बाद उत्तराखंड के लिए भी यह कोशिश की जा रही है। यानी दिल्ली और दूसरे राज्यों के लोग एक-दूसरे राज्यों में नंबर प्लेट लगवा सकेंगे।

1. मैंने 6 अक्टूबर को अपना एचएसआरपी बुक किया था और 27 अक्टूबर को मिलना था, लेकिन 51 दिन से ज्यादा समय बीत जाने के बाद भी मुझे यह नहीं मिला है। मैंने 50 से अधिक कॉल किए हैं और फिक्सिंग एजेंट के पास 4 बार जा चुका हूं। चारों बार मुझे बताया गया कि उन्होंने एजेंट को प्लेट भेजी है। कस्टमर केयर पर कॉल करता हूं, तो जवाब मिलता है कि 12 घंटे के भीतर आपको कन्फर्मेशन मिल जाएगा, लेकिन अब तक कोई कन्फर्मेशन नहीं मिला है। मुझे पुलिस ने तीन बार आधी रात को रोका है। हालांकि कोई चालान नहीं किया, लेकिन परिवार के साथ ठंड में 30 मिनट से अधिक समय तक इंतजार करना एक तरह का उत्पीड़न ही है। -

1. सभी फोर वीलर्स पर एचएसआरपी और कलर कोडेड स्टिकर लगवाना जरूरी है। टू वीलर पर केवल एचएसआरपी लगनी जरूरी है। रजिस्ट्रेशन प्लेट www.bookmyhsrp.com पोर्टल पर अप्लाई करना होता है। जिन गाड़ियों में पहले से ही एचएसआरपी लगी हुई है और उन गाड़ियों में कलर कोडेड स्टिकर लगवाना है, तो इसके लिए पोर्टल पर अलग से लिंक दिया गया है। वहां पर स्टिकर के लिए अप्लाई किया जा सकता है। पोर्टल पर प्राइवेट और कमर्शियल गाड़ियों के दो ऑप्शन देखाई देंगे। ऑनलाइन बुकिंग करने में चेसिस नंबर और इंजन नंबर दर्ज करना पड़ता है। पोर्टल पर यह भी सुविधा है कि उपभोक्ता अपनी गाड़ी की नंबर प्लेट बदलने के लिए डीलर से अपनी सुविधानुसार डेट और टाइम ले सकता है। इसके अलावा इस प्रक्रिया में आने वाले खर्च का भुगतान भी पोर्टल के माध्यम से ऑनलाइन कर सकते हैं।

1. सभी नई और पुरानी गाड़ियों में हाई सिक्योरिटी रजिस्ट्रेशन प्लेट (एचएसआरपी) और कलर कोडेड स्टिकर लगाना जरूरी है। 2012 से जो भी नई गाड़ियां आ रही हैं, उनमें एचएसआरपी लगाई जाती है। वहीं, पुरानी गाड़ियों में भी नंबर प्लेट और स्टिकर लगाना जरूरी है। एचएसआरपी के साथ छेड़खानी नहीं की जा सकती है। इस नंबर प्लेट में क्रोमियम बेस्ड होलोग्राम होता है और यह होलोग्राम स्टिकर नहीं है। जब प्लेट बनती है तो इस होलोग्राम को प्लेट में फिट किया जाता है। इसे लेजर के जरिए पढ़ सकते हैं। यह नंबर प्लेट मैन्युफैक्चरकर के यहां बनती है। होलोग्राम में एक यूनीक नंबर होता है, जैसे आधार कार्ड है। यह नंबर केवल आपकी गाड़ी पर ही है, कोई दूसरा नहीं है। लेजर के जरिए कैप्चर कर सकते हैं।

1. कलर कोडेड स्टिकर क्या है?

1. दो नंबर प्लेट के अलावा विंड स्क्रीन पर एक तीसरा स्टिकर लगता है। जिस पर रजिस्ट्रेशन नंबर है। किस दिन गाड़ी ली, उसमें भी होलोग्राम है। इससे पहचान होती है कि गाड़ी कौन से ईंधन से चलती है। जैसे अगर डीजल गाड़ी है तो ऑरेंज स्टिकर होगा। पेट्रोल की गाड़ी है तो ब्लू स्टिकर होगा और इसी तरह से इलेक्ट्रिक गाड़ी है तो ग्रे कलर का स्टिकर होगा। इस कलर कोडेड स्टिकर पर रजिस्ट्रेशन नंबर, इंजन और गाड़ी का चेसिस नंबर होगा। अभी दिल्ली में करीब 35 से 40 लाख गाड़ियों पर नंबर प्लेट या स्टिकर नहीं है।

1. मैंने दिसंबर 2016 में कार खरीदी थी। डिलीवरी के समय एचआरआरपी कार में फिट किया गया था। मैं जानना चाहता हूं कि क्या यह नंबर प्लेट वैध है या नहीं? यह भी जानना चाहता हूं कि क्या मैं कलर कोड स्टिकर के लिए अलग से आवेदन कर सकता हूं।

1. मेरी कार में एचएसआरपी पहले से लगी हुई हैं, लेकिन कलर कोडेड स्टिकर नहीं है। इसकी ऑनलाइन बुकिंग में भी दिक्कत आ रही है। डीलर से संपर्क करने पर उसने भी यही समस्या बताई। कार का रजिस्ट्रेशन दिल्ली में है। - 

1. आप वेबसाइट पर जाकर अप्लाई कर सकते हैं। कंपनी का दावा है कि वेबसाइट अब ठीक से काम कर रही है।

1. मुझे पोर्टल पर नए नंबर प्लेट के रजिस्ट्रेशन में दिक्कत आ रही है। सारी डिटेल डालने पर मेसेज मिला कि कृपया अपना रजिस्ट्रेशन सर्टिफिकेट से डिटेल अपडेट करें। 

1. कंपनी की हेल्पलाइन नंबर पर संपर्क कर सकते हैं।

1. अगर एचएसआरपी और कलर कोडेड स्टिकर की बुकिंग का मोबाइल पर मेसेज 24 दिसंबर 2020 का है, तो क्या चालान से बचा जा सकता है? 

1. हां, आपका चालान नहीं कटेगा। परिवहन विभाग के मुताबिक अगर अप्लाई करने की रसीद दिखा देंगे तो चालान से बच जाएंगे।

1. मैं पूछना चाहता हूं कि एचएसआरपी नंबर प्लेट किन लोगों को लगवानी है और किन लोगों को नहीं लगवानी है। मैंने 2013 में गाड़ी खरीदी थी, तब भी हाई सिक्योरिटी प्लेट लगी थी। क्या मुझे एचएसआरपी के लिए अप्लाई करना चाहिए या नहीं।

1. एचएसआरपी सभी गाड़ियों में लगेगी। 1 अप्रैल 2012 के बाद से जो गाड़ियां आ रही हैं, उनमें एचएसआरपी लगी हुई है, लेकिन जो अप्रैल 2012 से पहले की गाड़ियां हैं, उनमें एचएसआरपी लगेगी। हर फोर वीलर गाड़ी में एचएसआरपी और कलर कोडेड स्टिकर लगाना जरूरी है। अगर नंबर प्लेट लगी हुई है तो वेबसाइट पर अलग से लिंक दिया गया है, जिस पर केवल स्टिकर के लिए अप्लाई किया जा सकता है।

1. डीलर की लिस्ट?
   पोर्टल के जरिए एचएसआरपी और कलर कोडेड स्टिकर बुक कर सकते हैं। यही नहीं नंबर प्लेट को ठीक करने के लिए अधिकृत वाहन डीलरों की सूची परिवहन विभाग के पोर्टल पर उपलब्ध है। एचएसआरपी लगवाने के लिए उपभोक्ता को सिर्फ एक बार निर्धारित तारीख और समय पर डीलर के पास जाना होगा। पिछले दो साल में करीब 3.70 लाख पुरानी गाड़ियों में एचएसआरपी लगाई जा चुकी है, लेकिन अभी भी माना जा रहा है कि 27 से 30 लाख पुरानी गाड़ियों में एचएसआरपी लगाया जाना है। परिवहन विभाग ने गाड़ियों के ओरिजनल मैन्युफैक्चर्स (ओईएम) के डीलर्स की लिस्ट भी तैयार की है और करीब 236 डीलर्स को चुना गया है, जिनके जरिए पुरानी गाड़ियों पर नई नंबर प्लेट व स्टीकर लगाए जाएंगे।

   नंबर प्लेट लगाने वाली कंपनी का कहना है कि अब कंपनी ने एसएमएस सिस्टम शुरू किया है, जिससे लोगों की समस्या खत्म हो जाएगी। अब जो भी नंबर प्लेट बुक कराएगा, उसके बाद एसएमएस जाने शुरू हो गए हैं। उसे एसएमएस कर बताया जाएगा कि उसकी नंबर प्लेट और स्टिकर बुक हो गई है। जब नंबर प्लेट बनकर तैयार हो जाएगी तो फिर एसएमएस के जरिए बताया जाएगा कि प्लेट डिलीवर हो गई है और अब वे डीलर के पास जाकर नंबर प्लेट लगवा सकते हैं। इससे लोगों की समस्या दूर हो जाएगी।
